Olha Biliavska was born on July 30, 1978 in the city of Sumy. She graduated from Sumy State University in 2000 (specialty – Finance).

In 2005, Olha Biliavska entered the National Academy for Public Administration under the President of Ukraine (specialty – Public Administration, part-time, degree with honors).

In November 2010, she completed the postgraduate program at the National Academy for Public Administration under the President of Ukraine (specialty – Public Administration).

November 1999 – an accountant, an auditor, a deputy chief accountant (Sumy State University).

May 2003 – a lead auditor, the chief auditor (Department of Auditing in the Sphere of Education, Culture, and Mass Media, the Audit Office in Sumy Oblast).

October 2006 – chief auditor (Department of Auditing in the Sphere of Education and Culture, the State Audit Service of Ukraine). August 2007 – Inspection Unit in the Sphere of Education, Science, Sport and Culture (Department of Budget Funds Inspection in the System of Social Sphere and Economic Activity).

April 2011 – May 2021 – Head of the Planning and Finance Department (Taras Shevchenko National University of Kyiv).

Olha Biliavska has authored 17 research publications. Research interests: financial autonomy of institutions of higher education, educational policy, risks in public administration system.

Honorary award of the National Agency of Ukraine for Civil Service.
